Well, while tweaking at different stuff in my system, I found out it's the Hardware Acceleration's fault.
When I switch it off using XP's Display Settings or simply remove the Enable Hardware Acceleration checkbox in the WME options, the image distorts stop.

What are the consequences of keeping this off?

Correction: it only stops in ProjectMan.  SceneEdit and the actual game still display the distorts.

It still looks like a hardware issue to me. Please, check my previous post and run the 2 tools I have linked to.
