For cartoon "drawing" the best thing is your hand. For cartoon "coloring" the best program IMHO is photoshop. But if you can't afford it try paintshop pro which is much cheaper.

For a very good cartoon-drawing-coloring tutorial check this one : http://php.hku.nl/~jeroen16/synthetix/tutorials/tutorial1-gfx-mikel/index.php
It's created by Mikel Fick from synthetix interactive.

I know many people using vector programs for that purpose - like Freehand or even Flash as Dawsonus does.  At least if you use the style with black outlines, it seems to be perfect for that. (But I don't know more about the colouring.)

If you want to create 3D, you'll have to look for a cel shader (some kind of renderer) to get results looking like coloured comics. It's included in the latest 3ds max versions and you just have to use special materials for it and that's it. I'd love it, if I better knew how to create 3D objects.

Back to drawing, I like Photoshop most - but I like it most for all purposes and you'd need some practice with it. I guess PaintShopPro is easier to handle and has great functions, too, but I don't know it very good.

I guess it's just a question of the method. If you draw on paper, you might NOT want to recreate every line in a vector program again etc.

Nah, it's not too hard I guess. I tried around with it for some simple prints, it's really fun, just too expensive if I couldn't use it at work.

Good luck anyway - and if you found a good way to do your style and finished some picture, I'd be curious to hear how you did it finally, doing the line art, colouring, finalizing, etc. !

I personally prefer CorelDraw from all the vector-based programs. And here in greece (don't know about the rest of the world) you can buy the old versions (v9.0 for example) VERY cheap (50-100euro!!!)
