have u ever think about pre-production steps, how you manage those steps , with hunderds of papers and drawings ? if so , try Celtx ,free and fully functional pre-production manager include storyboards , screen scripts and more. it's purpose is to help animators and movie makers for pre-production , but it can be used as well as in game pre-production , especially  advanture one.

Celtx is great, allthought it's aimed on movie preproduction ... You forgot the most important thing: Teamwork. Celtx can upload the projects to a server where you and your team can work on the same project.
