vsync enable & disable

I have vsync enabled in my computer but if I disable it the game runs at 300-650fps and the backgrounds have an ugly flickering. An option to enable/disable vsync throught WME could be really usefull because many people (that maybe will try my game in the future) don't even know what vsync is. A vsync attribute would be the best idea (so that I can put it as an option in the game's menu too).

EDIT: I think that this depends of manufacturer's drivers an it's a value (0 or 1) in the registry.

And that's the problem. I'm not sure I'll be able to affect the driver settings from within the engine :-\
