If you want to use realtime 3d characters you can only use 3ds Max. Though, if you don't know what the single programs are good for, it might be better to stick with 2d sprites and try to learn Poser or Daz Studio.

Try create character in Poser 7, export it to .obj, open it in 3d studio max, aplly bones and animate it, download Panda export animate the character in max, and export it in Panda. Put it in game. But I dont know how make textures  :(
Try it  ::thumbup ::beer

Best way i found with Poser was to:
create a character in Poser, Poser 5 is about the limit, plus they only use one texture map, do your animation and save as a poser PZ3
open it in DAZ and export as a DAE
You need the ColladaMax importer for studiomax as the default Autodesk DAE wont work
I've never tried a Poser model in Wintermute I would of thought the poly count was to big but Poser stuff has worked in the 3D engine i use, Daz stuff tends to get screwed up, Poser 6 will work but you have to map them to a single texture, also lip animation doesn't export

I'll give Wintermute a try though and see if i can expand on this :)

there are tons and tons of free low polly models on the net a decent google search will reveal to you.

You can use, for example wings3d, it is a great low poly modeling tool, then make the groups and import it in poser, then in the setup room in poser you can add the bones for the groups you have created.
