You'll need a 2D paint app or a 3D app to produce still renders. Well known free 2d apps are gimp (http://gimp-win.sourceforge.net/)(bitmap editor), inkscape (http://inkscape.org/)(vector) and artweaver (http://www.artweaver.de/home-en/)(bitmap paint). For free 3D app you can look blender (http://www.blender.org/).

If maybe you wanna do something close to pixel art (or maybe even close to resoultion of Broken sword 1&2 games), you might wanna try Graphics gale.
The free edition can't export animations, but you can save individual gif/jpg/bmp etc. and it has an onion skin tool (you see frames before and after etc.
makes it easier to animate).
If you still want a whole animation you can combine that with Beneton movie gif animator. Google search for them, both are free and rather easy to use.

As a good and effordable package for creating 2D Artwork and animated Sprites I used to use JASC Paint Shop Pro and JASC Animation Shop. I think JASC has been bought by Corel, and Paint Shop has been combined with Photo Paint -- but as far as I know, Animation Shop does still exist.

Wait ... here it is: http://www.corel.com/servlet/Satellite/us/en/Product/1152105040771#tabview=tab0.

Hmm, they stopped developing it, it has support neither for Windows 7 nor for Vista. If you're using XP, I think it's worth the $20.
