The are some important differences here.
1)Many wme users are currently very busy with life and/or full length wme projects.
2)Many wme users don't really care about "world domination", "adventure engines wars" (only as a joke  ;)) or even advertising their engine of choice.
I'm not trying to force anyone, only encouraging. I might be stupid but not immensely.

1. Nowhere. See 2.
2. From the WME documentation (article called "Actors"): "There is currently no tool for designing a WME actor. You must create an actor by writing a simple text file, defining the actor's properties. But don't worry, the structure of this file isn't very complicated and you will probably need to create very few actors for your game." Besides that you need some sprites. The documentation should help.
3. Yes, WME supports videos as both cutscenes and game objects (entities). See the documentation.

A new project or did you join Curves of Danger again?
My own project, we shall see if I ever finish it... At least I'm starting from the right place this time, story and characters. I still have access to the Curves web page so I occasionally comment on new test demo releases and such.

I don't need the Starforce thing, but I think it's an amazing feature, and you don't have to use it if you don't want to, so what's the problem?
Starforce is Evil, it's Worse Than Spyware, Software that Infiltrates your Computer, and now WME ADVOCATES ITS USE!1111!!!1111!111111

Have you talked to those people who are REALLY against Starforce? They will accuse you of supporting software that is harmful to the end user.
