I dont know about that personally, but I know I was able to implement a ENB graphics mod inside of 3D scenes in Wintermute. It doesn't do much but there is a slight effect.
You would want to use the StickToRegion method on the bubble, so maybe make a "Bubble" region in your scene file, and make sure it is higher ranking than the default region so it images and stuff will appear on top of the original default region.
60 fps is a good framerate for any game. The industry standard is 30, so anything above that is good. FPS can slow down if your loops go too fast, so if that happens just make sure to increase the sleep count.
Someone made a really cool tool recently and posted it on here. It was last year or this year I think, it automatically scales down every image in the game to fit whatever resolution you are going for. You might wanna search for it in the forums, I forgot what it was called.
