Hello Wintermuters,
I have finished my game on Human Rights and i am in beta test now,
but i have some questions i hope you can help me to answer:

1) what are the minimum CPU, RAM, OS specification to run WME games?
2) Can i use inno setup freely or i have to aks somesort of licence?
3) Can i include the last directx in the installer?

There are no fixed minimum system specs, because they are very dependent on the game (resolution, number of animations, use of theora, use of 3D, etc.). Your best bet is to test your game on different configurations and derive the minimal specs from the performance (ok, I know that wasn't too helpful...)

2) Can i use inno setup freely or i have to aks somesort of licence?
Yes, InnoSetup is completely free.

3) Can i include the last directx in the installer?
Yes, it's a 'redistributable' package.

Another good choice for installation programs is the Nullsoft Installer.  I actually find this one to be a bit more flexible as you can download plug-ins that will give you banners, play mp3s while the game is installing and a range of other things.
