My actor is well inside a walkable region, yet he is unable to move anywhere (he's stuck). Any ideas what kinds of things might cause this?

Maybe another "non-walkable" layer over the walkable one???
The "order" of the layers is very important

Yes, MMR is right. Also make sure the actor's *hotspot* is within the walkable region. You can test it in SceneEdit. When the actor is outside the walkable area, he should be displayed in red.
