Can we create a highlight effect for sprite? A glow?

Whether it is possible to create the effects of glow or some other for the selection of object/entity?

You can simply create that effect in photoshop and change the object-image when the mouse "hovers" over it.

Does WME can to do the effect of selection(glow, highlight) for an object Hidden & Seek game?

No. In most HO Games it's simply done by creating two images of an Object, one normal and one with glow. If you want a "3D Glow" you could try to use 3D Obejcts.
