Speed down a walking animation

I want to speed down my actor's walking animation, but only in a few moments, in order to do a sort of "scripted cut-scenes".
How can I do this?

for 3D characters you can set

actor.Velocity = [some number]

please read this, it's really hard to guess what are you trying to achieve :)
