Fog Effect

I'm currently developing a game and I wanted to add some fog to my scenes.
I made 300 frames with Adobe Photoshop. Then I made the file for the engine. After that I placed the entity in the scene, started the game and ...
it was loading very very very slow. My computer isn't slow, in fact it's very fast and my video card is fast, too. I thought that 300 frames are too many and I started thinking of better ways to create the fog.
So I wonder if you could help me with the fog. If you have played the WintermuteEngine created "The Lost Crown" you know what fog I am talking about.
For those who haven't played it yet, here's a screenshot of the game's fog:



PS: Sorry for the fog, fog, fog words, I'm in a hurry and I don't have time to edit.

One way of implementing it would be using WME's particle emitters. The fog fluffs would be particles, and you'd set their direction and velocity appropriately.

Particle system is an engine feature. You use it to make your own particle effects. See the documentation and the wme_particles demo project.
